PROBLEM TO BE SOLVED: To provide an electrolytic capacitor sealing body for reducing permeability of an electrolyte and thinning the sealing body, and an electrolytic capacity using the sealing body. SOLUTION: The electrolytic capacitor sealing body is used for sealing an electrolytic capacitor and is composed of an elastic rubber body provided with an inorganic thin film, formed by a vapor deposition method in at least a part of a surface of the elastic rubber body which constitutes the sealing body, and the electrolytic capacitor is constituted, using the sealing body.
