PROBLEM TO BE SOLVED: To provide a radio wave reflector whose reflecting direction of an incident radio wave is not specified, and a manufacturing method thereof. SOLUTION: The radio wave reflectors 1, 11 are characterized in that they are provided with radio wave reflecting means, formed on the surface of substrates 4, 13 which reflects a radio wave in all directions in a virtual plane including the incident direction of the radio wave. The radio wave reflecting means are recesses 2 and projections 3 integrally formed with the substrate 4, or radio wave reflecting elements 12 for resonating with the frequency of the incident radio wave and reflecting the radio wave toward the incident direction thereof, and the radio wave reflecting element 12 is mounted on the substrate 13. Further, the recesses 2 and the projections 3 are manufactured collectively with the substrate 4, and the radio wave reflecting element 12 is separately manufactured by a press molding process, a die-cast molding process, or an insert injection molding process.
