PROBLEM TO BE SOLVED: To provide an optical information recording medium for preventing generation of substrate deformation, dispensing with an initialization process, of which substrate quality, recording characteristics and storage reliability are satisfied, its manufacturing method and a manufacturing device in a phase transition type optical information recording medium. SOLUTION: The manufacturing device of the phase transition type optical information recording medium is provided with a means for heating a substrate part shielded by an inner mask to prescribed temperature in the manufacturing device of the phase transition type optical information recording medium having the inner mask and an outer mask for shielding film adhesion to a center part and an outer peripheral part of the substrate and for depositing a phase transition type recording layer on the substrate at a state that the substrate is held by a substrate feeding mechanism by both masks.
