PROBLEM TO BE SOLVED: To perform downloading of program without stopping normal data communication in downloading of a program from a center device to a remote device connected via a communication line. SOLUTION: In downloading a program from the center device 2 to the remote device 3 via a communication line 9, the remote device 3 generates a data requesting signal A1 when requesting communication data to the center device 2, and the center device 2 stops the downloading processing of the program to the remote device 3 when detecting the data requesting signal A1, and performs the downloading of the program to the remote device 3 when not detecting the data requesting signal A1. When the center device 2 detects the data requesting signal A1 during downloading the program to the remote device 3, the downloading processing can be made at a low speed. COPYRIGHT: (C)2004,JPO
