PROBLEM TO BE SOLVED: To provide a radio communication system in which bands are effectively used in accordance with the status of a wireless medium. SOLUTION: The radio communication system is provided with a wireless administrative terminal 2 for managing wireless media 3a, 3b, 3c, 3d, 3e and 3f by connecting a wired LAN and a wireless LAN and a plurality of wireless terminals 1a and 1b to be managed by the wireless administrative terminal. When a transmission frame is transmitted from the first wireless terminal 1a to the second wireless terminal 2b but an approval frame is not received within an approval frame time limit although the approval frame from the second wireless terminal is necessary, the wireless administrative terminal transfers the transmission frame to the second wireless terminal and transfers the approval frame to the first wireless terminal and when the transmission frame is transmitted from the first wireless terminal to the second wireless terminal but the approval frame is not necessary, the transmission frame is not transferred to the second wireless terminal.
