SOLUTION: Each of PPP processors 17a, 17b... transmits a packet stored with service request contents and information presenting any one of specific subscriber systems 11a-11c... to an access system 15 and the access system 15 transmits such information to the subscriber systems 11a-11c.... Afterwards, a packet for making processing of a service class possible or selecting any one of the specific subscriber systems 11a-11c... is exchanged between each of the subscriber systems 11a-11c... and the access system 15, and the access system transmits a packet for session setting between each of the PPP processors 17a, 17b... which performs the service request and each of the subscriber systems 11a-11c... to relevant one of the subscriber systems 11a-11c....
