PROBLEM TO BE SOLVED: To surely distribute a needed file to a necessary distribution destination. SOLUTION: A distribution management server 40 prepares distribution management information for each distribution file and transmits the prepared distribution management information to each terminal device in each of bases 10a and 10b through a satellite network. A file distribution server 30 generates a prescribed packet by using a prescribed function to operating the distribution file on the basis of a distribution instruction from the distribution management device 40 and distributes a file through the satellite network. A terminal device 50 receives the distribution management information, subsequently receives a corresponding file on the basis of the distribution management information, performs a prescribed processing command included in the distribution management information, and transmits results to the distribution management server 40 through a ground network 12.
