PROBLEM TO BE SOLVED: To provide an image forming apparatus by which control is performed so as to always maintain transfer in an optimum state by changing transfer conditions such as pressing force and a contact area between a photoreceptor, an intermediate transfer body, a transfer material and a transfer member and a bias value for instance in accordance with the detection of a total resistance value affecting bias so as to maintain excellent transfer property by corresponding to an environment and copying speed and also the image of a high image quality is formed without causing defective transfer by stabilizing the state of a transfer nip at a transfer time. SOLUTION: The image forming apparatus using the photoreceptor, the first transfer means of a roller system to transfer a toner image on the photoreceptor to the intermediate transfer body and the second transfer means of a roller system to transfer a toner image on the intermediate transfer body to the transfer material is provided with a controlling means to change the conditions of the first and second transfer means corresponding to bias voltage by monitoring the bias voltage applied to the first transfer means and/or the second transfer means.
