PROBLEM TO BE SOLVED: To satisfactorily clean an image carrier and an intermediate transfer medium and also to effectively prevent a toner left after transfer from melt- sticking to the cleaning blades by suppressing the backlash of cleaning blades for the image carrier and for the intermediate transfer medium. SOLUTION: In the toner 5 having urethane-based resin as main component, the toner left after transfer remains on the organic photoreceptor 2 and the intermediate transfer belt 7 after primary and secondary transfer processes. Since the additive agent isolation ratio of the toner 5 is set to be≥1%, the amount of the free additive agent of the toner left after transfer is increased, then, the free additive agent works as lubricant between the respective cleaning blades 12a and 13a constituted of urethane-based resin and the organic photoreceptor 2 and the intermediate transfer belt 7 so as to reduce the friction between them. The backlash of each cleaning blade 12a and 13a is suppressed, and satisfactory cleaning is attained, then, the toner is prevented from melt- sticking to the cleaning blades 12a and 13a.
