PROBLEM TO BE SOLVED: To provide a fluid tank type pulverizer that is for manufacturing a toner of small particle size for electrophotographic image formation, which contains superfine particulates and rough particles by small amounts and is therefore stable in electrostatic charging quantity to form a high-definition image, and advantageous in production efficiency and economy, and a toner manufacturing method which uses the same. SOLUTION: A fluid type pulverizing classifier for manufacturing the electrophotographic toner is provided with a cylindrical fluid tank and has at least a pulverizing means and a classifying means, a layer made of a release agent being provided on at least the internal wall surface of the fluid tank.
