PROBLEM TO BE SOLVED: To provide a heating and heat insulating pipe which can generate a great deal of caloric power and can transfer high temperature fluid while keeping the temperature of the fluid constant or heating the fluid. SOLUTION: A plurality of cord heaters 2 which are connected each other in parallel are arranged along the external peripheral face of a conduit tube 1 made of resin or metal, and a heat insulation layer 4 and a protective cover 5 are provided on the external peripheral face of the conduit tube 1 in this order. The plurality of cord heaters 2 which are connected each other in parallel are arranged along the external peripheral face of the conduit tube 1 made of a resin or metal, and a soaking layer 3, the heat insulation layer 4 and the protective cover 5 are provided on the external periphery in this order.
