PROBLEM TO BE SOLVED: To reduce labor for vertical bar erecting work and flattening work after concrete is placed and to shorten the working time by eliminating the need of binding work in temporarily fixing the vertical bar to a base bar in foundation bar arrangement work for a dwelling house. SOLUTION: The lower end part 3b of the vertical bar 3 is rotatably held on a longitudinal base bar 4 arranged in the axial direction of a footing beam, freshly mixed concrete P is placed with the vertical bar 3 laid down, and the vertical bar 3 is lifted and erected before the freshly mixed concrete P is hardened. At the time, a vertical bar lifting tool 1 is used. The lifting tool includes a fitting cylinder 1a to which the head 3a of the vertical bar 3 is fitted, and an engagement cylinder 1c where a reinforcing bar 6 for traction is inserted and locked on the reinforcing bar 6, wherein the fitting cylinder 1a and the engagement cylinder 1c are connected to each other through a link bar 1b, and the connecting part is taken as a base point to bend the tool.
