A burner capable of reducing manufacturing costs by attaching upper and lower flow regulating plates to a metal plate rationally from the viewpoint of costs. A burner (100), in the form of a metal plate, is formed with a plurality of flame ports (102) disposed along the inner periphery of an opening (101) in such a manner as to vertically alternately project, and with an annular mixing tube (106) disposed outwardly of the opening (101). Further, substantially annular upper and lower flow regulating plates (200, 300) are spaced away from each other vertically of the burner (100). The burner (100) is integrally provided with a flange (120) projecting outwardly of the annular mixing tube (106). The upper and lower flow regulating plates (200, 300) are integrally provided with arms (220, 320) extending from the outer peripheries of the upper and lower flow regulating plates (200, 300) across the annular mixing tube (106) to the position of the flange (120) and crimped to the flange (120).
