PROBLEM TO BE SOLVED: To provide a spherical toner having a small grain size and improved cleanability and to provide a cleaning device having an improved cleaning performance. SOLUTION: As for the electrophotographic toner, powder having a specific surface area of 20 to 50 m2/g and an apparent density of 100 to 250 g/l is added and mixed as an additive agent into the mother toner having a volume average grain size of 3 to 9μm and an average circularity of 0.940 to 0.995 at a ratio of 0.3 to 2.0 pts.wt. to the mother toner of 100 pts.wt. The cleaning device cleans the toner sticking on an image carrier by applying voltage and forming an electric field between the image carrier and a cleaning means so as to electrostatically attract the toner.
