PROBLEM TO BE SOLVED: To provide a method for manufacturing a practicable artificial aggregate which has quality characteristics, such as the strength required for the artificial aggregate and resistance properties to abrasion required for bottoming, and sufficiently meets the environmental quality standards by easily and effectively treating coal ash which is an industrial waste at a low cost, a system for manufacturing the artificial aggregate, and the artificial aggregate manufactured by this system. SOLUTION: In granulating a mixture composed of the coal ash and cement mixed at a prescribed ratio by a granulator 8, an aqueous ammonium iron sulfate solution is added in the form of kneaded and mingled water to the mixture by an aqueous ammonium iron sulfate solution adding section 9 and the mixture subjected to the granulation treatment is cured with steam in a steam curing section 10.
