PROBLEM TO BE SOLVED: To increase mounting rigidity of a cutter 2 of an excavating tool to which the cutter 2 having an edge section 5 coming in and out from the outer circumferential side of a casing on the casing 1 is mounted. SOLUTION: A cutting edge is placed to the front end edge of the cylindrical casing 1, at the same time, a holder 3 formed in a frameshape is mounted on the inner circumferential surface of the casing 1, the cutter 2 having an approximately columnar shaft section 4 and the edge section 5 projected to the outer circumferential side from the central section in the direction of the center line X of the shaft section 4 on the holder 3 makes the center line X of the shaft section 4 approximately parallel the axis of the casing 1, and both end sections 4A and 4B of the shaft section 4 are fittingly inserted into a pair of mounting holes 8 and 11 arranged so as to coaxially oppose to the frame- shaped inner circumferential surfaces 7A and 7B of the holder 3 each other to rotatably install the cutter 2 around the center line X in a rotary position storing the edge section 5 inside of the frame-shape of the holder 3 and in a rotary position projecting the edge section 5 to the outer circumference of the holder 3 so that the positions can be located.
