PROBLEM TO BE SOLVED: To provide a method for producing an asphalt modifier which effectively produces modified asphalt having good stability. SOLUTION: This method for producing the asphalt modifier comprises kneading a rubber and/or a thermoplastic elastomer with a mineral oil by using a screw-type kneading/extruding machine at a shear rate of 30-50 (sec<SP>-1</SP>).
