PROBLEM TO BE SOLVED: To form the protrusion section of the spigot of a pipe efficiently in a mass production process. SOLUTION: This device is provided with an elliptic opening corrective device 22 for correcting the elliptic opening produced at the spigot 2 of the pipe 1 along a conveyance line 21 for conveying the pipe 1 in a horizontal direction intersecting the shaft center of the pipe 1, a spigot ring welding device 23 for connecting the spigot ring 3 secured around the external periphery of the spigot 2 of the pipe 1 by welding, a residual stress removing device 24 for removing welding residual stress by heating the section of the spigot 2 to which the spigot ring 3 is connected by welding, and a machining device 25 for forming the spigot 2 by machining into a shape fitting to the spigot ring 3 welded around the external periphery of the spigot 2.
