PROBLEM TO BE SOLVED: To provide a method for producing a phosphorus-containing phenol- based resin having excellent flame retardance and heat resistance, to obtain the phosphorus-containing phenol-based resin produced by the production method and to obtain a laminate using the phosphorus-containing phenol-based resin. SOLUTION: The method for producing the phosphorus-containing phenol- based resin comprises reacting a phenol with an aldehyde in the presence of an acidic catalyst to give a novolak type phenol-based resin, neutralizing the novolak type phenol resin, further reacting the novolak type phenol-based resin with the aldehyde in the presence of a basic catalyst to give a resol type phenol- based resin, reacting the resol type phenol-based resin with a phosphorus compound containing hydrogen or a halogen directly bonded to phosphorus at 100-150°C. The phosphorus-containing phenol-based resin is produced by the production method. The laminate is obtained by impregnating the phosphorus- containing phenol-based resin into a substrate, drying the impregnated substrate to give prepreg and laminating and molding the produced prepreg.
