PROBLEM TO BE SOLVED: To prevent occurrence of an event that an unexpected axis is moved by a movement command or a targeted axis can not be moved without making creation of a processing program difficult. SOLUTION: This multi-system numerical controller has an inter-system axis exchange control function carrying out axis exchange control among systems by variably setting the control of the axis for every system by an arbitrary axis exchange command of the processing program. The controller has an arbitrary axis exchange processing means 32 for prohibiting axis exchange of an axis or a system in an arbitrary axis exchange prohibition state or with arbitrary axis exchange prohibition set, and for carrying out the axis exchange of an axis or a system without staying in the arbitrary axis exchange prohibition state or without having the arbitrary axis exchange prohibition set.
