The material neutral modular construction system has a plug-in connecting element fitted loosely in recesses in a construction element and with its edges parallel to the vertical edges of the construction element. The construction element is bored through from top to bottom and owing to the stepped nature of the plug-in connecting element the latter protrudes according to the fitting direction in order to connect a construction element lying above it to the construction element below it, or closes off the recess flat at the top or bottom.
