PROBLEM TO BE SOLVED: To measure fluctuation of a long rail, which is performed by manual operation and its working efficiency is conventionally low, similar to a rail joint opening measuring in a train traveling at high speed. SOLUTION: A rail side laser oscillator is driven by a drive signal transmitted from an on-vehicle transmitter and outputs a leveling string substitute laser beam, and an on-vehicle light receiving sensor receives the leveling string substitute laser beam and outputs a leveling string substitute signal. An on-vehicle identifier sensor detects a punch mark substitute and a rail joint opening/long identifier on the rail and outputs a punch mark substitute signal and a rail joint opening/long determination signal. A rail joint opening measurement and a long measurement are changed over based on the rail joint opening/long identifier signal, an on-vehicle laser doppler sensor outputs a doppler signal, an on-vehicle rail joint opening identifier sensor outputs the rail joint opening identifier signal. When it is changed over into the long measurement based on the rail joint opening/long determination signal, the fluctuation of the long rail is measure based on the leveling string substitute signal, the punch mark substitute signal, and the doppler signal, and when it is changed over into the rail joint opening measurement, the rail joint opening is measured.
