PROBLEM TO BE SOLVED: To provide a technique with which the unevenness of desiliconizing treatment with a converter is suppressed to the low level and also, a dephosphor izing treatment in the next process can be performed at a low cost without causing any unevenness. SOLUTION: Silicon concentration in molten iron is monitorered by nitrogen concentration in an exhaust gas when the desiliconizing treatment is applied in the converter, and the silicon concentration is controlled to near 0.2 mass% as a target after this treatment by stopping the blowing at desirably 30-60 vol.% nitrogen concentration and then, the separation of the slag and the hot metal is performed, and the stability of the dephosphorizing treatment in the next process, is obtained.
