PROBLEM TO BE SOLVED: To prevent a failure of the starting of an engine caused by insufficiency of accumulated power. SOLUTION: This recoil starter is provided with a ratchet wheel 20 for measurement to be mincingly delivered by being driven by rotation of an input wheel and an initial position energizing means for energizing the ratchet wheel 20 for measurement to an initial position. The starter is provided with a ratchet wheel 21 for leaving to be rotated integrally with the ratchet wheel 20 for measurement, a ratchet pawl 22 to be locked on the ratchet wheel 21 for leaving, and an energizing means for energizing the ratchet pawl 22 toward the ratchet wheel 21 for leaving. An output wheel 5 is provided with a flyweight 24. A ratchet pawl locking releasing tool 67 is provided to be rotated by being abutted on the flyweight 24 when the flyweight 24 is oscillated and stood by rotation of the output wheel 5. By the ratchet pawl locking releasing tool 67, locking of the ratchet wheel 21 for leaving and the ratchet pawl 22 is released. COPYRIGHT: (C)2004,JPO
