PROBLEM TO BE SOLVED: To appropriately form a desired display picture on a picture display medium utilized as electronic paper or a paper-like display by a low-priced system, and to form the display picture on the picture display medium at high speed. SOLUTION: A medium constituted by a holding film body 2 having many fine film pieces 2a corresponding to display pixel between a supporting member 3 having movable space 5 and a cover member 4 is used as the picture display medium 1. The medium 1 is made to abut on the rotating drum 26 of an image forming apparatus, and the fine film piece 2a of the film body 2 is selectively sucked and held by the member 4 or the partition wall 5a of the member 3 in accordance with the punched picture on a process master 101 attached on the drum 26.
