PROBLEM TO BE SOLVED: To obtain an aqueous pollution-preventing resin composition remarkably reducing the amount of an organic solvent or not using the organic solvent, excellent in storage stability and forming a pollution-preventing coating film enabling control of elution speed of the coating film and capable of exhibiting pollution-preventing property over a long period. SOLUTION: This aqueous pollution-preventing resin composition comprises an aqueous resin emulsion as a binder having pollution-preventing property obtained by dispersing (A) a resin having 1,000-50,000 number-average molecular weight and obtained by copolymerizing (a) a triorganosilyl group-containing unsaturated monomer with (b) the other polymerizable unsaturated monomer copolymerizable with the monomer (a) in an organic solvent containing≥5 wt.% alcoholic solvent into water by using (c) an emulsifying agent.
