PROBLEM TO BE SOLVED: To provide a rotating shaft rotating based on the principle of leverage by utilizing any one or more of an energizing force of an elastic member, an attraction force of magnets each other or a repulsive force as energy for moving weight in right and left of the rotary center. SOLUTION: The rotating shaft 1 consists of a horizontal shaft 4 rotatably supported, a plate 5 fixed to the outer periphery of the horizontal shaft 4, a plurality of rocking arms 6 turnably mounted on the plate 5, a weight 8 mounted to each tip of the rocking arms 6, a stopper 9 which regulates turning of the rocking arm 6 and maintains a state where the rocking arm 6 is kept upright by preventing the right hand side of the horizontal shaft from being hung down by gravity, and an elastic member 11 and magnets 12, 13 which erect the rocking arm 6 near just above the horizontal shaft 4.
