PROBLEM TO BE SOLVED: To effectively damp elongation or contraction in the axial direction of a column and horizontal deformation at a column capital at the occurrence of an earthquake by performing aseismatic reinforcement of an independent column in a piloti building or columns in various other buildings. SOLUTION: Vertical vibration control members 11 provided in the building so that the intermediate parts are plastically deformed yielding under the action of tensile stress or compressive stress of a prescribed value or more, are disposed parallel with the independent column 6, and an upper portion 13a and a lower portion 13b, which hold the intermediate yield portion 12 in between, of the vertical vibration control member 11 are fastened to the independent column 6.
