The present invention detects a voltage signal and a current signal as the electronic system is operating, and obtains a power value. The present invention decides whether the power value is greater than a predetermined power value. When the power value is greater than the predetermined power value, the clock speed of the electronic system is throttled in accordance with an on-off rate.
