PROBLEM TO BE SOLVED: To simplify design of a membrane type breakwater. SOLUTION: When designing the membrane type breakwater which is formed by filling fluid into a flexible bag body and in which a top part of a dike protrudes from a water surface, a ratio of protrusion height R above a sea surface of the top part of the dike to height H<SB>1</SB>of incident wave, R/H<SB>1</SB>, is set so as to satisfy the following expression using a penetration rate KT=HT/H<SB>1</SB>which is a ratio of height HT of penetration wave to the height H<SB>1</SB>of incident wave as design condition.
