PURPOSE: A discharge cell structure is provided to achieve improved efficiency by permitting a sustaining discharge to be performed even in a low voltage. CONSTITUTION: A discharge cell structure comprises a first cathode(41) and a second cathode(42) arranged on an upper substrate(40). A first anode(51) and a second anode(52) are arranged on a lower substrate(50) in the direction parallel to the first and second cathodes. A dielectric layer(43) and a protective film(44) are formed on the cathodes. A dielectric layer(53) is formed on the anodes.
