For achieving the encoding operation with optimum encoding methods in optimum encoding units according to the property of image, there is provided an image processing apparatus division means for dividing an image into plural encoding target blocks, selection means for selecting one of plural prepared encoding modes, for each of the encoding target blocks divided by the division means, and encoding means for encoding each encoding target block according to the encoding mode selected by the selection means, wherein the division by the division means enables existence of the encoding target blocks of different sizes within the image. <IMAGE>
