PURPOSE: A heating and cooling seat cover of a vehicle is provided to facilitate repair and replacement of seat cover-heating and cooling devices, to warm and cool passenger's back part and hip part by making warm and cool wind directly flow into a seat cover, and to function as a cushion. CONSTITUTION: A heating and cooling seat cover(10) of a vehicle includes a warm and cool air supply pipe(11) arranged in latticed structure; an inlet pipe(12) leading air coming from a vehicle air conditioner to the warm and cool air supply pipe; an inflow unit(14) installed to the end portion of the inlet pipe and detachably combined to the air conditioner; and an exhaust unit(13) connected with the warm and cool air supply pipe. Air, passing through the warm and cool air supply pipe, is exhausted to the exhaust unit.
