PROBLEM TO BE SOLVED: To provide a foam molding which does not generate a pockmark-like dent on a surface, prevents the product appearance from deteriorating, hard to generate cavities inside, also excellent in strength and in biodegradable property, and to provide the production device. SOLUTION: In the form molding and production device therefor, at least one component selected from polyvinyl alcohol and/or starch, propylene glycol, carboxymethylcellulose, polyethylene succinate, polybutylene succinate, polybutylene succinate adipate, polycaprolactone, cellulose acetate, polylactic acid is kneaded with a mixing binder of aqueous solution and fibrous substance to execute the foam molding.
