PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a cylindrical member which can manufacture cylindrical members with a small variation and can dry the cylindrical members cost-advantageously and safely. SOLUTION: In the method and the apparatus for manufacturing the cylindrical member where a coating liquid on a cylindrical substrate is dried by an induction heating means to form a coated layer, the induction heating means is disposed in the inside of the cylindrical substrate, the induction heating means has an excitation coil generating a magnetic flux in the direction orthogonal to the lengthwise direction of the cylindrical member, and the excitation coil is disposed along the inner wall of the cylindrical member.
