PROBLEM TO BE SOLVED: To provide a harmful chemical substance-removing apparatus which efficiently detoxicates a harmful chemical substance from an object contaminated with the harmful chemical substance. SOLUTION: At first, soil contaminated with dioxins is subjected to DCR treatment and then to treatment with a reducing agent such as sodium to perform dehalogenation. Thereafter, the soil subjected to chemical treatment is charged into an enzyme tank storing an angular dioxygenase which is developed in a coli bacillus and then is extracted to perform enzyme treatment.
