PROBLEM TO BE SOLVED: To provide a binding implement which makes it possible to fix insertion rods in a state of being inserted into pipe members, even when a swing part is not fixed to a base fixed to the shelfback of a cover of a file, and moreover which makes the insertion rods fixed in the state of being inserted into the pipe members, on the occasion of fixing the swing part to the base, even when the insertion rods are not fixed in the state of being inserted into the pipe members. SOLUTION: The binding implement 10 comprises the base 22 fixed to the shelfback 14a of the file 12. Pawl parts 24 of a swing part fixing means, a slant part 26 for fixation of an operating means and a swing plate 24 are formed in the base 22. The pipe members 38 and recess parts 40 for fixation of an insertion rod fixing means are formed on the side of the swing plate 34. A catching part 50 of the swing part fixing means and projecting parts 70 of the insertion rod fixing means are formed on the side of a support plate 44 whereon the insertion rods 46 to be inserted into the pipe members 38 are formed.
