PROBLEM TO BE SOLVED: To provide a ticket issuing apparatus that can confirm a position or existence of a paper by using one detecting means and to reduce the assembling man-hour and the cost of the apparatus. SOLUTION: This ticket issuing apparatus comprises a supplying section 2 for supplying a paper P, a printing section for printing on the paper P, a cutting section 4 for cutting the paper P, a discharge section 5 that fixes and holds a rear end side of a numbered ticket T formed by being cut in a condition that the ticket is projected to the outside from a discharge outlet 11, and a control section 6 for controlling the operation of the discharge section 5. One detecting means 54 for detecting the presence or absence and the positions of the paper and the numbered ticket T is provided to the apparatus. An operation of a feed roller 52 is controlled such that after the detecting means 54 detects that the rear end of the numbered ticket T has passed therethrough, the numbered ticket T is conveyed in the reverse direction until the detecting means 54 detects the rear end of the numbered ticket T or a predetermined time period has elapsed.
