PROBLEM TO BE SOLVED: To reduce and concentrate waste water by continuous treatments regardless of a simple device configuration. SOLUTION: A supercooled water producing heat exchanger 15 supercools waste water H. The supercooled waste water H collides with a supercooling release plate 14 and a portion of the supercooled waste water H becomes ice I. Waste water H is poured into an ice freezing tank 11 through a pipe 13, and the ice I and the supercooled waste water H are also supplied to the ice freezing tank 11. The waste water H and the ice I in the ice freezing tank 11 are sent to a centrifuge 16 and separated into the waste water H and the ice I. The separated ice I is melted away by an ice melting heat exchanger 17 and discharged as melted water W. The separated waste water H is sent to the supercooled water producing heat exchanger 15. Since water content in the waste water H is separated as ice I, the waste water H is reduced and also concentrated. COPYRIGHT: (C)2003,JPO
