PROBLEM TO BE SOLVED: To attach a two-point seat belt or the like without complicating or enlarging a structure, prevent breaking when a large load is applied to a seat, and positively transmit the load to a floor side. SOLUTION: The seat rotating mechanism is composed of a seat riser 11 with pawl windows 22 opened in predetermined positions of right and left riser side faces 21 and supported in the floor side, a fixed frame 12 supported on a top of the seat riser 11, a rotating frame 13 rotatably supported by the fixed frame 12, a lock plate 15 projecting a pawl 38 to a surface 37, projecting the pawl 38 to the riser side face 21 from its pawl window 22 and coupled integrally with the seat riser 11, and a latch unit 16 facing a rotating latch 17 toward the pawl 38 of the lock plate 15, rotatably supporting the rotating latch 17 on the rotating frame 13 in a suspended state and hooking the rotating latch 17 on the pawl 38 of the lock plate 15.
