PROBLEM TO BE SOLVED: To improve the stability of performance, the simplicity of formation of a card and the adhesion between a card base and each layer and to reduce the cost.

SOLUTION: An ID card base is made by a method wherein a transfer leaf having at least an image receiving layer 7 receiving a dye image of sublimation or thermal diffusion properties is transferred by a thermal transfer recording method onto an information recording body B prepared by stacking at least a first sheet member 1 and a second sheet member 2 on the opposite sides of a center core layer A. Besides, the IC card base is made by a method wherein the transfer leaf having at least the image receiving layer 7 receiving the dye image of sublimation or thermal diffusion properties is transferred by the thermal transfer recording method onto the information recording body B prepared by stacking at least the first sheet member 1 and the second sheet member 2 on the opposite sides of the center core layer A wherein an electronic component 9 is embedded.
