A system is described for provisioning a lightpath in a multi-carrier network (Fig. 3) based on data congestion, quality of service requests, and the like. By monitoring the real time state information of the network resources and priority information, the system determines wether to trigger the provisioning of a "nailed-up" switched path carry certain high prority data, or to allow the data to be routed in a typical best efforts manner. The present invention allows carriers (X and Y) to change the focus of their peering relationship with other network utilization to providing the maximum QoS to network traffic. |
