PROBLEM TO BE SOLVED: To show an operation method and a preparation procedure to an operator by a graphical screen and to improve operability by providing the system with an editing means for generating editing data, an editing data display means for displaying the frame graphic or pattern of an electronic form edited based on the editing data and so on. SOLUTION: When 'next >>' is selectively inputted as a title in a step S4, processing is progressed to a step S5. A button 'completion' is arranged on a reference table group page in a step S5. When the button 'completion' is selectively inputted, a set screen is closed by a set screen display means and the processing is progressed to a display step in a step S6. In this step S6, the editing means generates editing data based on entry or selection executed on the set screen. The editing data generated by the editing means are stored in a storage device in a computer main body. Then the editing data display means displays the frame graphic or pattern of an electronic form edited based on the editing data on a display.
