PROBLEM TO BE SOLVED: To dispense with maintenance of an infrastructure on a road by detecting the occurrence of a traffic congestion state of a vehicle by using inter-vehicle communication. SOLUTION: The inter-vehicle communication is performed between vehicles 2 becoming the traffic congestion state via a vehicle communication device 1 mounted on these vehicles. A traffic congestion IP and a car number (=1) for specifying a vehicle group including the vehicles 2 are transmitted to a succeeding vehicle 2 from the forefront vehicle 2. The succeeding vehicle 2 receiving this data transmits the received traffic congestion IP and a new car number by adding '1' to the car number to a further succeeding vehicle 2. The rearmost vehicle 2 generates position information for indicating a vehicle present position and traffic congestion occurrence information including the traffic congestion IP received from the preceding vehicle 2 when a result of adding '1' to the received car number is the preset traffic congestion authorized number or more, and transmits the information to an information service center 10.
