PROBLEM TO BE SOLVED: To provide a high image quality processing system which suppresses the occurrence of a chained unique pattern in a low density area and reduces a blurred contour in an error diffusing method. SOLUTION: As for an input image signal with little density change, a threshold matrix and a weighting factor matrix for making a dot generation locally uniform are used to eliminate biased dot generation and to prevent a unique pattern (texture) in a low density area. Besides, as for an input image signal with a large density change, more quantization errors are distributed to a pixel large in the density value of a distribution destination pixel to which quantization errors are distributed to make generate the dot easily.
