PROBLEM TO BE SOLVED: To solve the problem of the increase of a circuit scale for encoding or decoding by dispensing with the code correspondence table of LTU structure where respective pieces of data before and after encoding or decoding correspond with each other even in the case of encoding or decoding using a variable length code. SOLUTION: A data processor for performing at least one of encoding using the variable length code or its decoding to data to be an object to be processed is provided with a registor means 10 storing only parameters required for calculation for specifying the correspondence relation of the respective pieces of data before and after encoding or decoding and an arithmetic means 20 for taking out the parameters stored in this registor means 10 for performing encoding operation or decoding operation.
