PROBLEM TO BE SOLVED: To rewrite data on an optical disk which has been already written without the need for formatting processing and changing a disk structure. SOLUTION: The optical disk recording and reproducing device has a command which brings tracks with data written on them into an incomplete state, so that the apparatus can rewrite data on the tracks.
