PROBLEM TO BE SOLVED: To provide a metal reflection layer for an infrared-ray radiating device which is sufficiently stable at high temperature up to 1200°C. SOLUTION: For the infrared-ray radiating device having a heater arranged inside the outer tube made of quartz glass or quartz material, and a metal reflection layer adhered to at least part of the surface of the outer tube, the reflection layer (21) is formed by baking a glazing noble metal material, containing one or a plurality of organic noble metal compound, at least one kind of flux made of organic metal compound, and organic supporting material useful as a binder, on the quartz glass or quartz material, at the lowest temperature of +900°C.
