PROBLEM TO BE SOLVED: To provide a heating belt type heater having a plurality of heat sources or heating bodies heating the heating belt of which, cost is reduced by reducing the frequency of the use of a temperature detection body while keeping the heating property, having a fixing device with improved fixing property of which, hot offset is prevented, rise time (warm-up time) is shortened, and the increase of the temperature of the part, where a small-sized paper does not pass through, is reduced or prevented. SOLUTION: The temperature of the heating belt 1 is kept in a prescribed temperature by a temperature detection element 10, located to the area where the object to be heated passes through, detecting the temperature of the heating belt 1 or one of the heating body 2; and power control means 51, 52. At a process of heating the object to be heated, the power consumption of the plurality of heating bodies 2 heating the heating belt 1, at upstream side in the direction of conveying the object to be heated P, is larger than that at downstream side.
