PROBLEM TO BE SOLVED: To precisely extract an area including a Terop. SOLUTION: A moving amount of each picture element for constituting an image is detected by a moving amount detector 122, based on an input image signal Va. The moving amount of the each picture element is stored in a storage part 123. The moving amounts of the plurality of picture elements corresponding to discriminant areas to be discriminated as to whether they are the Terop area containing the Terop or not are read out in the every discriminant area from the storage part 123 by an area cut-out part 124, and a frequency distribution about the moving amounts of the plurality of picture elements corresponding to the discriminant areas is prepared by a frequency distribution forming means 125. A plurality of moving amount ranges containing respectively candidates of the moving amounts of the Terop is selected by a candidate selecting part 126, based on the prepared frequency distribution, and a varianceσ2based on the moving amount distribution is found in each of the plurality of moving amount ranges by a variance computing part 127. Whether the judge-determination area is the Terop area containing the Terop or not is discriminated by a discriminant part 128, based on the varianceσ2in the plurality of moving amount ranges.
